The collection, sorting and recycling of sales packages in conformity with § 6.3 of the German Packaging Ordinance by Duales System Deutschland GmbH are financed from fees paid by the customers for the right to use the Green Dot. The imprint of the logo on sales packaging indicates that trade and industry have accepted their financial responsibility for collection and sorting.

The licence fees for the Green Dot are governed by the packaging material and weight. This means they correspond to the costs for disposal and recovery that are actually incurred. Customers are generally fillers, importers, packaging manufacturers or trading companies.

In line with the user-pays principle, that company becomes a customer that is directly responsible for the product. In the case of industrially filled packaging, the filler is normally the responsible consumer goods producer. In contrast, the packaging manufacturer, importer or wholesaler is responsible for service packaging that is first filled in the shop – for example carrier bags and wrapping film or disposable dishes. Large trading companies accept this responsibility directly. In the case of imported goods, the responsibility lies with the German importer or the exporting firm itself if it is domiciled within the European Economic Area.
