In order to make regulations apply to all manufacturers and to distribute the resultant burden fairly, all manufacturers have to register with the foundation Elektro-Altgeräte-Register (EAR) (Register for used Electrical Equipment), and register the volume of  electrical and electronic equipment  they have distributed into circulation.
