With the introduction of the PPWR, EU‑wide harmonised verification and documentation requirements for packaging are moving into focus. In the future, producers must create an EU Declaration of Conformity (DoC) for every packaging item in accordance with Annex VIII and demonstrate compliance with Articles 5–12 through technical documentation.
Scope of the EU Declaration of Conformity
The DoC confirms that the packaging complies with the following requirements:
- Substance requirements – Art. 5
- Recyclability – Art. 6
- Minimum recycled content – Art. 7
- Bio‑based materials – Art. 8
- Compostability – Art. 9
- Packaging minimisation – Art. 10
- Reusability – Art. 11
- Labelling requirements – Art. 12
If existing standards do not provide sufficient results, the European Commission may adopt additional delegated acts.
Who Needs the DoC?
All producers placing packaging on the market in the EU must demonstrate that their packaging complies with the requirements of Articles 5–12 of the PPWR. Importers, distributors and fulfilment service providers are required to verify the DoC, as they are prohibited from placing non‑compliant packaging on the market.
