With a newly released guidance document and a comprehensive FAQ, the European Commission is providing additional guidance on the implementation of the Packaging and Packaging Waste Regulation (PPWR). These documents offer insight into how the Commission interprets key terms and regulations, though they are not legally binding. Binding interpretations remain the sole prerogative of the European Court of Justice. The FAQ will be updated on an ongoing basis as new questions arise in practice.

Key points from the new documents:
Definitions: Clarification of key roles such as manufacturer/producer, as well as a precise definition of packaging
Labeling requirements: Requirements for recycling and sorting instructions will be harmonized and standardized across the EU
Conformity assessments for packaging: Manufacturers must ensure that all packaging complies with the prescribed conformity assessment procedures.
Proof of recycled content: For plastic packaging consisting of multiple components, each individual component must separately meet the prescribed recycled content requirements and be documented accordingly.
Clear framework for transport packaging: The list defined in Article 29(1) is exhaustive and definitive. Packaging not listed there is not covered by this regulation.
