If you, as a producer subject to the regulations, do not have a branch in an EU country to which you supply packaging or packaged products directly to end-users, you are obliged under the PPWR to appoint an authorised representative for that country. The authorised representative is responsible for fulfilling your obligations under packaging legislation locally.
The requirement to appoint an authorised representative applies to direct deliveries made in the course of business to both private and professional end-users who do not make the product available on the market again in the form in which it was supplied to them.
Please note that for each EU country in which you do not have a branch and to which you deliver packaging directly to end-users, you must appoint an authorised representative; their specific responsibilities may vary from country to country.

If so, you can use the link below to conclude an authorised representative agreement (including system participation, where applicable) for Germany with Green Dot Rep GmbH.
You must then register Green Dot Rep GmbH with the Central Agency Packaging Register (ZSVR) in LUCID as your authorised representative for extended producer responsibility. Once the agreement has been concluded, Green Dot Rep GmbH will accept your authorisation in LUCID.
