All sales and secondary packaging that accumulates at the private final consumer (e.g. cardboard boxes, bags, pouches, envelopes, carrier bags) is subject to system participation. This means that it must participate in the collection and recovery system of a dual system. It does not matter whether I hand over the packaged goods against payment or free of charge. However, there must be a commercial activity.

Responsible for the participation of packaging subject to the system participation in the collection and recycling system of a dual system is the person who first places the filled packaging on the German market (usually the producer or importer; see there). I register the packaging components that I add myself before they are passed on to the private final consumer.
